Carleen DiMeglio


Carleen “Carly” is an Adult Psychiatric-Mental Health Nurse Practitioner with autonomous practice authorization in the Commonwealth of Virginia. She has been dedicated to the field of psychiatric nursing since 2001, bringing over 25 years of expertise to her patients.



In 2022, Carly founded River Road Psychiatry, LLC, a private practice in Richmond, VA, with a mission to provide compassionate, evidence-based care. Recognizing the need for greater access to Transcranial Magnetic Stimulation (TMS), she went on to establish River Road TMS, LLC, expanding treatment options for individuals struggling with depression and other mood disorders. Her guiding philosophy is to help patients achieve remission, restore functioning, and live fulfilling lives.



Carly specializes in the treatment of anxiety disorders, depression, bipolar and mood disorders, and ADHD. She also holds advanced certification in perinatal mental health (PMH-C), equipping her to provide specialized support for individuals navigating pregnancy, postpartum challenges, and breastfeeding while managing psychiatric symptoms.

Her passion for working with young adults grew during her 10 years at the University of Richmond’s Counseling and Psychological Services (CAPS). Today, she continues to support student-athletes as the psychiatric provider for the University of Richmond and works with Division I athletes throughout Virginia.

Through River Road Psychiatry and River Road TMS, Carly remains committed to delivering high-quality, patient-centered psychiatric care to individuals ages 17 and older across Richmond and the Commonwealth of Virginia.

Jennifer Peele

Jennifer Peele


Jennifer “Jen” Peele, MSN, APRN is a dual board-certified Family Nurse Practitioner and Psychiatric-Mental Health Nurse Practitioner with autonomous family practice authorization in Virginia. With more than a decade of experience in sleep medicine, critical care, and primary care, Jen delivers a whole-person, integrative approach to mental health and wellness. She recognizes the essential connection between the mind and body and is committed to addressing both for lasting health outcomes.

At River Road TMS, LLC, Jen provides specialized care for individuals struggling with insomnia, anxiety, depression, and OCD. Through River Road Psychiatry, LLC, she evaluates and manages sleep disorders such as obstructive sleep apnea, narcolepsy, and idiopathic hypersomnia, as well as psychiatric conditions including bipolar disorder, personality disorders, and ADHD. In addition to psychiatric and sleep-related conditions, Jen also supports patients in managing metabolic health concerns such as obesity, hypertension, and hyperlipidemia, understanding how these conditions often overlap with mental health challenges. Beyond her outpatient practice, she works weekly at a local rehabilitation facility, caring for individuals in pulmonary recovery, and serves as an ambassador for Reclaym.ai, advancing the use of technology to improve mental health care access and outcomes. 

Jen maintains certifications in Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS).  She also holds REMS certifications in Spravato® and Xywav®/Xyrem® (sodium oxybate), ensuring the safe, evidence-based delivery of FDA-approved treatments for psychiatric, sleep-related, and metabolic conditions. Her mission is to provide holistic, evidence-based psychiatric care that extends beyond traditional treatments. By offering Transcranial Magnetic Stimulation (TMS) in Richmond, VA, Jen helps patients achieve better sleep, sharper focus, relief from intrusive thoughts, improved emotional regulation, and greater self-worth. For Jen, every step forward—whether it’s increased energy, improved metabolic health, fewer compulsive behaviors, or renewed joy—is meaningful progress in helping patients 15 and older reclaim their lives.

Rachael-Bailey

Rachael Bailey


Rachael brings extensive experience working in high-acuity mental health settings, including inpatient psychiatric care. She also has direct clinical experience with Transcranial Magnetic Stimulation (TMS), having spent time at the TMS program at VCU Medical Center. This unique combination of traditional psychiatric support and innovative neuromodulation experience allows Rachael to provide thoughtful, well-rounded care to patients.

With a bachelor’s degree in psychology, Rachael is dedicated to empathy, collaboration, and creating a warm, supportive environment for healing. She is certified in Basic Life Support (BLS), Cardiopulmonary Resuscitation (CPR), Therapeutic Options, and TOVA (Techniques of Violence Avoidance).

Rachael’s mission is to ensure every patient feels safe, welcomed, and supported as they navigate vulnerable and challenging moments in their mental health journey.

Rae Filla

Rae Filla


Rae Filla holds a degree in Social Work with a minor in Sociology and has significant training in trauma-informed care. She is a certified Breathwork facilitator, has completed a 200-Hour Trauma-Informed Yoga Teacher Training, and is currently pursuing training in Somatic Experiencing. Her studies in Touch Work and prior experience with Neurofeedback have further shaped her understanding of nervous system regulation and embodied healing.

Rae approaches her work with presence and care. She has a deep respect for each person’s unique nervous system. She is dedicated to helping clients feel safe, connected, and empowered in their healing process. She feels honored to support others in reconnecting with their joy and vitality.
